Safeguarding Adults at Risk

Who are considered adults at risk?

A person aged 18 or over who is or may be in need of community care services because of mental or other disability, age or illness and is or may be unable to take care of him or herself or take steps to protect themselves from significant harm or exploitation. This could include people with learning disabilities, sensory impairments, mental health needs, older people and people with a physical disability or impairment. The term adult at risk may include any individuals who may be vulnerable as a consequence of their role as a carer in relation to any of the above. Adults at risk may also include victims of domestic abuse, anti-social abuse behaviour, hate crime, forced marriage and sexual or commercial exploitation (this is not an exhaustive list). The level of vulnerability may increase or decrease depending on circumstances at the time.
