Update to Motorsport UK’s Event Signing-On Declaration
Motorsport UK has published a revised version of the Competitor Signing-On Declaration used for all Permitted Events to maintain fair, clear, and up-to-date standards across all areas of the sport.
Motorsport UK undertook a general review of the declaration — the first in over a decade — to ensure the wording remains legally appropriate, clear, and aligned with current practices in UK motorsport. The changes aim to provide greater transparency and a more balanced framework for competitors, circuit owners, clubs and championships.
The Association of Motor Racing Circuit Owners (AMRCO) and Motorsport UK licence holders worked with Motorsport UK and its Rules Committee as well as our insurers to produce a new version of the declaration that strikes an appropriate balance to improve the clarity, fairness, and legal protection of Competitors, Organisers, Clubs and circuit owners.
The amendment, that is now available in the updated version ten of the National Competition Rules, sees a clearer, more balanced approach to liability. In the past, the declaration included a broad indemnity clause, stating that Competitors accepted full responsibility for any losses incurred by any party caused in any way. And whilst Competitors and other parties are protected by Motorsport UK’s £100m Public Liability Insurance, it was agreed this broad indemnity could be improved without changing the intent.
These updates will be available on Signing-On Forms for Organisers to use from 1 July 2025, with an initial implementation period until 31 August, where both versions shall be acceptable. The Updated Competitor Signing-On Form will be mandatory for all Clubs and Events from 1 September 2025.
Competitors will be required to sign the new declaration before each Event with the document available in Chapter 3 App.4 of the National Competition Rules or through the relevant Organiser, as it will be part of the Event registration process.

Brian Rivett, Motorsport UK Race Licence holder since 1979, who worked with Motorsport UK during this process commented, “I am delighted by the changes which Motorsport UK has made to the signing on form, which are a great improvement over the previous form. I’m sure that my fellow licence holders will agree with me that it is reasonable for Motorsport UK to expect competitors to be responsible for their actions, which is all that the new form requires.”
On behalf of Bentley Drivers Club, a spokesperson commented, “A small number of club members had taken the reluctant decision to stop racing because they regarded the terms of the old signing on form as too onerous. It is good news that the signing-on form has been updated and allows these members to return to the circuits.”
